AB 167/216 Graduation for Foster Youth

Foster Youth Law AB 167/216-Helping Foster Youth Graduate

Assembly Bill 167/216 allows a student in foster care to be exempt from district graduation requirements that exceed state requirements if the pupil transfers to the district, or transfers from one high school to another after completing 2 years of high school or during their 11th or 12th grade year.

Foster Youth who have had multiple school placements, after completing 2 years of high school, will be able to use the state minimum requirements of 130 credits to graduate. This significantly reduces the number of classes/credits required for graduation. The bill also states that if the student is capable of completing the classes/credits they should be required to do so.

Must meet state graduation requirements:

English - 30 credits

Math - 20 credits

  Algebra/Integrated Math - 10 credits
  Other Math - 10 credits
Science - 20 credits
  Biological Science - 10 credits
  Physical Science - 10 credits
Social Studies - 30 credits
  World History - 10 credits
  US History - 10 credits
  American Government/Civics - 5 credits
  Economics - 5 credits
Visual or Performing Arts, Foreign Language, or Career Technical Education - 10 credits
Physical Education - 20 credits
Electives - 0 credits
Total: 130 credits

AB 216 (Revised AB 167) - Reduced Graduation Requirements

  • Effective January 1, 2014
  • Student to be evaluated within 30 days of transfer.
  • Changed schools 11th/12th.
  • Completed at least 2 years of high school.
  • Would not reasonably be able to graduate by the end of the 4th year of high school.
  • Ability to re-evaluate anytime, upon request if student does not qualify during the initial evaluation.
