NOTICE OF INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION FOR THE PROPOSED SCHOOL: BROOKSIDE AVENUE AND N. HIGHLAND SPRINGS AVENUE, CHERRY VALLEY, CALIFORNIA
 
PUBLIC COMMENT PERIOD APRIL 22, 2026 THROUGH MAY 21, 2026, AT 4:30 P.M.
 
WHAT’S BEING PROPOSED?
In accordance with the California Environmental Quality Act (CEQA), the Beaumont Unified School District (District) is soliciting public comments during a 30-day public review period on the Draft of the Initial Study (IS)/Mitigated Negative Declaration (MND) Report for the proposed Beaumont Unified School District, TK-8 School on Brookside Avenue, and N. Highland Springs Avenue. The project site consists of four legal parcels, Assessor Parcel Number (APN) 408-080-009 through - 012. The Project site is bordered by Brookside Avenue to the north, N. Highland Springs Avenue to the east, vacant parcels and residential uses to the west, and residential uses to the south. Cougar Way is just south of the Project Site.
 
WHY THIS NOTICE?
The purpose of this notice is to notify the community of their opportunity to learn more about the project and to provide comments on the draft IS/MND.
 
HOW DO I PARTICIPATE?
The community has an opportunity to provide comments to the District during the public comment period. Written comments will be accepted on the draft IS/MND report from 
April 22, 2026, through May 21, 2026, at 4:30 p.m.

Brookside Avenue, Beaumont, California, on Tuesday, June 9, 2026, at 6:00 p.m. to receive further comments from the public.

PRELIMINARY ENVIRONMENTAL ASSESSMENT
FOR THE PROPOSED SCHOOL: TK-8 SCHOOL ON BROOKSIDE AVENUE AND N. HIGHLAND SPRINGS AVENUE CHERRY VALLEY, CALIFORNIA
 
PUBLIC COMMENT PERIOD MAY 13 THROUGH JUNE 15, 2026, AT 4:30 P.M.
 

WHAT’S BEING PROPOSED?

In accordance with the California Education Code (CEC), the Beaumont Unified School District (District) is soliciting public comments during a 30-day public review period on the Draft Preliminary Environmental Assessment (PEA) Report for the proposed Beaumont Unified School District TK-8 School. The project site consists of four legal parcels, Assessor Parcel Number (APN) 408-080-009 through -012. The project site is bordered by Brookside Avenue to the north, N. Highland Springs Avenue to the east, vacant parcels and residential uses to the west, and residential uses to the south. Cougar Way is just south of the project site, in Cherry Valley, California. A proposed TK-8 School is to be constructed at the project site. During the public comment period, in accordance with the CEC, the State of California Department of Toxic Substances Control (DTSC) will review and approve the draft PEA report. The PEA has been prepared to evaluate if environmental conditions exist at the project site that could pose a threat to human health or the environment under any land use scenario.

The purpose of this notice is to notify the community of their opportunity to learn more about the project and to provide comments on the draft PEA.

HOW DO I PARTICIPATE?
The community has an opportunity to provide comments to the District during the public comment period. Written comments will be accepted on the draft PEA report from May 13 through June 15, 2026, at 4:30 p.m.

WHAT’S BEING PROPOSED?
In accordance with the California Environmental Quality Act (CEQA), the Beaumont Unified School District (District) is soliciting public comments during a 30-day public review period on the Draft of the Initial Study (IS)/Mitigated Negative Declaration (MND) Report for the proposed
Beaumont Early Childhood Education Center. The project site consists of Assessor Parcel Number (APN) 419-020-075. The project site is bordered by Snapdragon Way to the north, Carnation Lane to the east, and Cherry Avenue to the west.

The purpose of this notice is to notify the community of their opportunity to learn more about the project and to provide comments on the draft IS/MND.

 

HOW DO I PARTICIPATE?
The community has an opportunity to provide comments to the District during the public comment period. Written comments will be accepted on the draft IS/MND report from 
May 28, 2026, through June 26, 2026, at 4:30 p.m.

Update on the Oak Valley Property: On January 27, 2026, the Board adopted three separate Resolutions of Intent establishing the minimum price and terms for the sale of such properties, and setting May 12, 2026, as the meeting at which it would open and declare written proposals for the purchase of such properties.

In April 2026, however, the City of Beaumont, in conjunction with other governmental agencies, approached the District relative to a renewed interest in the acquisition of the Oak Valley Property. Consequently, to allow for continued negotiation with the City pursuant to Education Code and Government Code surplus provisions, it is proposed to continue bidding on the Oak Valley Property until September 8, 2026.
