PRELIMINARY ENVIRONMENTAL ASSESSMENT
FOR BEAUMONT UNIFIED SCHOOL DISTRICT
PROPOSED FAIRWAY CANYON SCHOOL
BEAUMONT, CALIFORNIA

WHAT’S BEING PROPOSED?
In accordance with the California Education Code (CEC), the Beaumont Unified School District (District) is soliciting
public comments during a 30-day public review period on the Draft Preliminary Environmental Assessment
(PEA) Report for the proposed Beaumont Unified School District, Fairway Canyon TK-5 School. The project site
consists of one legal parcel, Assessor Parcel Number (APN) 413-790-074. The project site is bounded to the
south by Sorenstam Drive and to the north and east by future Oumet Way, Beaumont, California. A proposed
TK-5 school is to be constructed at the project site. During the public comment period, in accordance with the CEC,
the State of California Department of Toxic Substances Control (DTSC) will review and approve the draft PEA report. The PEA has been prepared to evaluate if environmental conditions exist at the project site that could pose a threat to human health or the environment under any land use scenario.

WHY THIS NOTICE?
The purpose of this notice is to notify the community of their opportunity to learn more about the project and to
provide comments on the draft PEA.

HOW DO I PARTICIPATE?
The community has an opportunity to provide comments to the District during the public comment period.
Written comments will be accepted on the draft PEA report from September 8 through October 8, 2025.

NOTICE IS HEREBY GIVEN, pursuant to Education Code Section 17558, that the Board of Trustees (“Board”) of the Beaumont Unified School District (“District”) has adopted Resolution No. 2025-26-04 (“Resolution of Intent”). This Resolution of Intent, adopted on July 22, 2025, declares the Board’s intention to convey to the City of Beaumont (“City”) certain real property for public street right-of-way purposes. The property is identified as a portion of Riverside County Assessor Parcel Nos. (APN) 418-240-011 and 419-770-007, located at the northeast corner of the intersection of Pennsylvania Avenue and proposed Second Street in the City of Beaumont, County of Riverside, State of California (“Right of Way Area”).

A copy of this Public Hearing Notice and Resolution of Intent are linked below and on file at the District’s office located at 350 West Brookside Ave. Beaumont, CA 92223 (“District Office”). Pursuant to Education Code Sections 17557 and 17559, the Board is calling a public hearing on this matter. The public hearing will be held on August 12, 2025, at 6:00 p.m., or as soon thereafter as practicable, at the Board’s usual meeting location at the District Office to consider the proposed conveyance of the Right of Way Area to the City.

Notice of Public Hearing & Resolution

NOTICE OF PUBLIC HEARING - SCHOOL FACILITIES NEEDS ANALYSIS

PLEASE TAKE NOTICE that the Beaumont Unified School District ("School District") will hold a public hearing at 6:00 PM or as soon thereafter as is practical on April 22, 2025 to allow for public comment prior to consideration of adoption of a Resolution which would approve a "School Facilities Needs Analysis” for consideration of Alternative School Fees (Sections 65995.5 and 65995.7 of the Government Code) ("Analysis") prepared for the School District by KeyAnalytics. The public hearing will be held at the Educational Support Facility Board Room located at 350 W Brookside Ave, Beaumont CA 92223.

If adopted by the Board of Trustees, the Resolution and the Analysis would authorize the imposition of the Alternative No. 2 and Alternative No. 3 school impact mitigation fees on new residential development within the School District as permitted by Senate Bill 50, Chapter 407 of the Statues of 1998. The Analysis is available for public review at the School District Office located at 350 W Brookside Ave, Beaumont CA 92223 from the period of March 21, 2025, through April 21, 2025. Copies may also be purchased from the same office. The Board of Trustees will respond to written comments on the Analysis at or before the public hearing.
